SAN DIEGO -- A 57-year-old woman was medically airlifted Saturday from the cruise ship Carnival Radiance, located about 35 miles southwest of Point Loma, according to the United States Coast Guard.Around 4:30 p.m., Coast Guard Sector San Diego Joint Harbor Operations Center received a call from the cruise ship about the woman showing symptoms of a stroke. MEXICO CITY (AP) — Mexico said Monday it has arrested the former head of a federal anti-kidnapping unit in connection with the disappearance of 43 students in 2014. Gualberto Ramírez was head of the anti-kidnapping unit for the attorney general’s office when the students from the Ayotzinapa teachers college in southern Mexico went missing. Assistant Interior Secretary Alejandro Encinas wrote that Ramírez faces charges of disappearance, torture and conspiracy for the botched investigation into the abductions, which are defined as “disappearances” under Mexican law because only remains of three of the victims have been identified. Security forces abducted the students from buses in the city of Iguala on Sept. 26, 2014, and turned them over to a local drug gang, which apparently killed and burned them.Encinas also wrote in his Twitter account that eight soldiers detained in the case last week have been charged by civilian prosecutors with disappearance. (AP) — Work is underway to clean up rail cars carrying hazardous materials that fell into the Yellowstone River in southern Montana after a bridge collapsed over the weekend, officials said Monday.Montana Rail Link is developing a cleanup plan and is working with its unions and BNSF Railway to reroute freight trains in the area to limit disruption of the supply chain, Beth Archer of the Montana Department of Environmental Quality said in a joint statement issued by Montana Rail Link and the federal Environmental Protection Agency.Contractors and a large crane were on site to stabilize and remove cars from the river once a plan is set, officials said.Some rail cars that did not go off the tracks were removed from the area, and two cars carrying sodium hydrosulfide had their contents transferred to other cars and moved to safety, Archer said. Members of the union representing some 15,000 state workers will get their largest pay increase in three decades under a tentative contract agreement announced Monday.Minnesota Management and Budget agreed to give members of the Minnesota Association of Professional Employees, or MAPE, a 5.5 percent pay increase in the first year and another 4.5 percent in year two of a tentative deal that runs to 2025.
